New TSC Score sheet for Primary teacher (P1) 2023 Employment Marking scheme, Required Documents and Selection panel

TSC posts job openings for primary school teachers and post-primary school tutors in print media each year. This provides trained teachers who are unemployed with a chance.

Although finding a career as a primary teacher takes time, the good news is that one will eventually find employment. P1 certificate holders are required for applications for primary positions.

Just like the case of secondary teacher recruitment, length of stay and P1 qualifications also play a vital role in employment of P1 teachers. Apart from length of stay since completion of teaching course, the age bracket of an individual has some weight in ones employment.

During the selection day one should carry the following original documents to sub-county selection panel;

  1. National Identity card.
  2. CPE/KCPE certificate (including first attempt certificate if one repeated exam).
  3. PTE certificate.
  4. School/college leaving certificates.

Sub county selection panel shall include the following;

  1. Sub-County Director – Chairperson
  2. TSC Sub-County Human Resource Officer – Secretary
  3. All zonal Curriculum Support Officer – Members

It is important to note that those teachers who have acquired Diploma in Primary Teacher Education (CBC Upgrade) will have an advantage of thirty(15) marks.

Where applicants tie in score, the panel is advised to apply the criteria below in the order given:

  • Age of the applicant (44-45 years) with previous teaching experience of three years and had not previously been employed by the Commission.
  • Give preference to applicants with highest grade obtained in Teaching Practice;
  • Use quality of the academic KCSE certificates;
  • Give preference to applicants who graduated earlier;
  • Give preference to applicants who had not been previously employed by the Commission.

Complaints (What to do in case of dissatisfaction)

Keep in mind that the process of selection is transparent and only a qualified candidate carries the day. However, if one is not satisfied with process, there is a laid down mechanism to register your dissatisfaction.

Any applicant who is dissatisfied with the exercise should submit to the TSC County Director a written complaint immediately and send an email to the TSC Headquarters through, dirstaffing@tsc.go.ke not later than seven (7) days after the selection exercise

The TSC County Director should, within seven (7) days of receipt of such a complaint, analyze and address all complaints raised after the selection process has been completed and thereafter submit a report to the Headquarters on the  action taken

dissatisfied with the decision of the TSC County Director in (ii) above, or where the complaint is made against the TSC County Director, the applicant shall appeal to the Appeals Committee on staffing functions at the TSC Headquarters. The Appeals Committee shall investigate the allegations and take appropriate action within fourteen (14) days

DOCUMENTS TO BE SUBMITTED TO TSC HEADQUARTERS 

The TSC County Director shall submit the following to the TSC Headquarters

i) County Selection Panel minutes duly signed by the Chairperson and Secretary

ii) Copies of minutes of the SubCounty Selection Panel duly signed by the Chairperson and Secretary and verified by the TSC County Director on behalf of the County Selection Panel, clearly showing how the final list of the successful applicants was agreed upon

iii) County Merit Lists;  

iv) List of all selected applicants drawn from the County merit list

v) List of all invited applicants who did not appear for verification;  

vi) List of applicants with disability

vii) Duly signed copies of Internship Agreement and Offer of Internship Letters; 

viii) Original statement of confirmation of PTE/DPTE (Upgrade)/KCSE/KCPE results from  KNEC for applicants without original certificates

ix) Original Medical Examination report in form GP 69

x) Certified copies of the following documents in the order indicated below:– 

a) National identification card

b) Certificate of Registration as a teacher

c) PTE/DPTE Upgrade certificate

d) KCSE certificate or its equivalent (include certificates for all attempts if one re- sat exams);

e) KCPE certificate or its equivalent (include certificates for all attempts if one re- sat exams);

g) Letter of certification of results by KNEC (where applicable);

h) Primary and Secondary School leaving certificates and other relevant testimonials;

i) National Council of Persons with Disabilities (NCPWD) Card (where applicable);

j) An Affidavit sworn under the Oaths and Statutory Declarations Act, Cap 15 of the Laws of Kenya to explain the variance in names;

k) KRA PIN certificate, Bank form and Bank plate/card (front face) to facilitate appointment on payroll.

xi) Panel score sheet  both in soft (excel) via ddstaffingp@tsc.go.ke and 

hard copy for the selected applicants
